California WTPA panels are not displaying as part of the PHV step

All DC
Reproducing the Issue
Customer enabled the WTPA Panels and while processing a candidate these panels did not showing up.
Cause
Show PHV Panels is not chekced
Resolution
Enable the "Show PHV Panels".
SuperAdmin>Features>WTPA>Clcik on Onboarding Active> General Option.
