Can we make workflow comments mandatory?

Resolution
Workflow comments are optional content. It is not necessary to provide these while actioning on workflows.
As of now, this will remain optional. If you have any specific use case you need to make workflow comments mandatory, please raise an enhancemnet request as per KBA 2090228.
