Feature - Expand/Collapse Column Groups

Admin Scenarios

When Admin is in Column Designer 
When (s)he opens the Column Group Configuration
Then (s)he will be able to choose whether the default state for the column when the planner opens the worksheet. The admin will be able to choose between Expanded and Collapsed.

The default value for this selection is expanded.

Is case of a live worksheet(i.e. already launched before this release), there will be 2 scenarios for column group as below, and others will be same as before.

If there are collapse operations for one column group on the worksheet before, then after this enhancement, that column group will still be collapsed.
If there are no expand or collapse operations for one column group on the worksheet before, then after this enhancement, that column group will be expanded by default.
