Symptom
When importing question libraries, it is imperative that the import file used is in Unicode (UTF-8) format to ensure that special characters such as Chinese, Japanese, and Korean texts are displayed correctly in the system upon import.

Using Microsoft Excel 2016
- Open the import file.
- Click on File >> Save-As.
- Choose the Save as type CSV UTF-8 (Comma delimited) (*.csv)
- Using OpenOffice/LibreOffice
- Open the import file.
- Click on File >> Save-As.
- Choose the Save as type Text CSV (.csv)
- Enable Edit filter settings >> Save.
- A pop-up window will appear. Choose Unicode (UTF-8) as the Character set.
- Click OK.
