2573678 - SybMigrate Error 213 State 5 while processing Users (sysusers) - ASE

Symptom

While trying to run sybmigrate to copy a database to a lower-versioned server, error 213 is raised on sysusers on the Users task.
Is there any way to exclude sysusers or allow the lower column number on the target database?

Example:
2017/11/30 16:20:16.812|main||Migrate database data task 'Users' for path 'SYBASE --> SYBASE'.
2017/11/30 16:20:16.978|main|ERROR|Msg 213, Level 16, State 5
Server SYBASE, Line 1, Status 5, TranState 0
Insert error: column name or number of supplied values does not match table definition.
