2573817 - Transaction IL01, error IL512 'Label &1 is already being used in labeling system &3'

Symptom

When you try to create a functional location using transaction IL01, the system returns message IL512 'Label &1 is already being used in labeling system &3'. You cannot display the functional location in transaction IL03, the system returns message IL100 'Functional location & does not exist'.
