2573925 - Fiori Launchpad cannot display tiles correctly; catalogs and groups not loading

Symptom

  1. Fiori Launchpad Designer displays tiles where exclamation marks replace icons and the titles are not visible

Failed to load tile: sap.ui2.srvc.Chip({sChipUrl:"/sap/bc/ui5_ui5/ui2/ushell/~7A8E5CD52E5C93F4C8CE0CA1AF7A640E~C/chips/applauncher_dynamic.chip.xml"}): Contract 'types' is not supported - sap.ui2.srvc.ChipInstance({oChip:Sap.ui2.srvc.Chip({sChipUrl:"/sap/bc/ui5_ui5/ui2/ushell/~7A8E5CD52E5C93F4C8CE0CA1AF7A640E~C/chips/applauncher_dynamic.chip.xml"}),bFullscreen:false}) sap.ushell_abap.adapters.abap.LaunchPageAdapter

3. When checking the library versions in /sap/public/bc/ui5_ui5/index.html, com.sap.ushell.ushell_abap library is version 1.30.1
