2574576 - BPC EPM Add-on: Base level members missing in member selector

Symptom

Some functionality in the Member Selector from Data Manager are missing.

For example:
1. select "Filter members by property"
2. unselect "'Display only filtered members"
3. User then cannot choose, all "Base Level" members under a parent node, and only possible to select "Member Only".
