2575013 - RSOE connects successfully when run manually, but it fails when run as a windows service with error OEE1028 and MLC24

Symptom

When running RSOE manually (with rsoe.exe), connection is successful to Relay Server, but when RSOE is run with windows services, the service starts and the following errors appear in RSOE log:

  • <OEHost> OEE1028: The Outbound Enabler was unable to write an HTTP body to the Relay Server because of [MLC24: Server certificate not trusted. The system-specific error code is 336134278 (hex 14090086).]
    AND
  • <OEHost> OEE1027: The Outbound Enabler was unable to write an HTTP header to the Relay Server because of [MLC0: No error.]
