When you create a Variable Pay Template, with Field Based Permissions enabled, then go to Set Bonus Calculations and choose the option 'Multiple' from the dropdown menu for Number of Business Goals Sections. Then go to Configure Label Names and Visibility page and observe that there is no Business Goal Header.
