Symptom
Even without having the Recruiting Email Trigger - New Agency User Alert enabled, new agency users will receive a standardized email notification once the access to the agency portal has been provided to them. The notification will be similar to the one below:
This article will provide information on how to have this email notification changed, if required.

Reproducing the Issue
The referred email is triggered when creating a new agency user (Admin Center > Recruiting > Set Up Agency Access > Add New User).
Resolution
When the user admin decides to have the Recruiting Email Trigger - New Agency User Alert disabled, the email sent to new agency users will be just like the one mentioned above, in the symptom section.
The above email template is configured in Manage Languages feature, and its key is: RECRUITING_AgencyAddUserNotification_BODY. To change this email template you can follow the instructions provided in the following KBA: 2576546 - Working with Manage Language Feature - Platform. Using this feature, you can even change the subject of this automatic email; the key related to the subject is RECRUITING_AgencyAddUserNotification_SUBJ.
Or, an easier way would be to enable to enable the Recruiting Email Trigger - New Agency User Alert and associate a recruiting email template created by you to the trigger. Some recent user instances already have a template called New Agency User, but a brand new may be created if that is not the case. If creating a brand new template, we recommend the addition of the tokens [[AGENCY_PWD_RESET_URL]] and [[AGENCY_USER_ID]].
