Symptom

Cozy Content Spacing setting on Fiori Launchpad using Windows Fiori Client cannot be changed.

User has built a custom Fiori Client using the Kapsel SDK on Windows. The Fiori Launchpad loads successfully but the applications don't get the SapUiCozy density and the button in the user settings that is supposed to allow the user to enable the feature is disabled. SAP Note 2538389 indicates that the toggle should be enable for devices that support Touch or Mobile devices. For that same reason, the button should also be enabled if a Windows laptop or Surface supports touch events on the launchpad.
