2576919 - [SF MOB] - Cover letter/Resume appearing in jobs applied even though it was not added

1. A candidate applied for a job (job A) without including a resume/cover letter in their application.
2. When the candidate goes into their jobs applied from the career site the application (job A) does not show a resume/cover letter.
3. The candidate applies for another job (job B) and this time they attach a resume/cover letter.
4. When the candidate goes back into their jobs applied the application for job A shows a resume/cover letter.

This is an expected behaviour because you are using Mobile Apply on your recruiting sites. The system is designed to fall back to candidates' resume and cover letter in case application specific resume/cover letter is empty.

Notes from Recruiter prospective: 
Cover Letter Button is greyed out in the application if the candidate did no attach a new Cover Letter during the secon application
