2578131 - Automatic failover between primary and secondary not working

Symptom

When the Primary server fails, the Secondary server and the Arbiter detect the problem instantly but this does not trigger a failover from Secondary to Primary.
A manual failover also fails, and SQL Anywhere complains about lack of authorizations.
