2579223 - LMS Admin does not have access to email repo

I have two admins who have the same workflows but when one admin runs a report, the "Email when complete" button is shown but the other admin doesnt have this option

As admin1 run the Item Status report. The button will be shown.

As admin2 run the UserItemStatusCSVSO. The button is not shown.

The Item Status report is part of the standard LMS report, however the UserItemStatusCSVSO is not part of the standard report.

The custom report does not have the option to "Email when complete" as this is not part of the standard report offering in LMS.
