2579229 - Background job SM:RCD_CHECK_UPDATES/xxxxxxxx is currently running

• After Solution Manager 7.2 SP06 update, the RCD job SM:RCD_CHECK_UPDATES or SM: CSU_DOWNLOAD_DELIVERY failed with the error "Background job <job name>/<job id> is currently running".
• Based on the job id, the job currently running is refering to itself which is false.
