2579829 - ISO-8859-1 encoded instead of UTF-8 in From and To fields in mail

Symptom

Wiki notification email is configured.
Mail was sent with UTF-8 characters (for languages such as Chinese, Japanese and so on).
In the notification mail received, texts in fields "From" and “To” are displayed incorrectly.
