Admin is unable to create One Time Deduction either from Manage Data or Take Action -> One Time Deduction. On submission of the new deduction, he/she gets the error message "No Permission to Create Record for the Selected User".

Cause
It's an RBP issue.
Resolution
Providing the following permission for the logged in user's role will resolve the issue.
