When a user tries to recommend an item, they get the following warning:

"The following users will not receive this recommendation because they cannot access it:"

1. Go to the Item you would like to recommend.
2. Click "Recommend".
   
   
   
   
3. Select the users you would like to recommend the item to.
4. The warning will appear in your screen.

That user does not have access to the catalog which the Item belongs to.

You need to include the item in a catalog which that user has access to.

Or, you can use an Assignment Profile to give access to that user to the catalog which the item belongs.
