The users can add notes when ''' (under General User Permission section) checked. Now, we have two ways to add notes. One is create 'Notes' block on Employee Profile page and add notes, the other is get 'Add Note' from 'Take Action'. There are some different behaviors on UI page. But both them can save the new note successfully and correctly.
