2582430 - DB6: db2start fails due to SQL error "-5500"

Symptom

The database manager cannot start up.
The db2start command returns the following error:

 > SQL0969N There is no message text corresponding to SQL error "-5500" in the message file on this workstation. 

The error was returned from module "SQLESSSN" with original tokens "".
SQL1032N No start database manager command was issued. SQLSTATE=57019
