2582875 - The attachment cannot be found in the "implement action"

Symptom

A document is attached to an action in the "Tasks" tab in an incident. However, when implementing the action from the "Work Overview", the document cannot be found. And this behavior is different from Risk Assessment.
There is same issue in "My Inbox" application in Fiori launchpad.
