2582947 - Report FP_TEST_00 returns error FPRUNX400 - "Cannot set language environment for language DE"

Symptom

  1. When executing test report FP_TEST_00 with input parameter 'Language = DE', error "Cannot set language environment for language DE" occurs.
  2. When testing function module SCP_MIXED_LANGUAGES_1_SWITCH with input parameter "NEED_LANG = DE", exception "Language_Not_Allowed" is raised.
