2583110 - Holiday Calendar Import Error "time sheets already contain data before the new effective start date"

I am trying to upload Holiday Calendar for all the users of the company and few got uploaded and few it is throwing error. Error is "You cannot make this change to the effective start date because time sheets already contain data before the new effective start date.". First Uploaded using mass import and few users got updated holiday calendar but for few users it is throwing error, so I imported using Job info template still the same error.
