2583514 - Error "500 Internal Server Error" when running solman_setup as of 7.2 SP06

Solution Manager system is updated to 7.2 SP06, you get the error "500 Internal Server Error" when running solman_setup. If you check the latest dev_icf trace file, you can see the following error
