Is there an out-of-the-box/standard report that provides both the current and historical data for learning user language preferences?

At this moment, there is no out-of-the-box/standard report that can provide such data. Additionally, there is no table that stores historical data for user preferences, only the most recent entry. It is possible to create a custom report to access the user's language preference data using the database table PA_USER_PREFERENCE.
