Is there an out of the box/standard report that brings the Learning user language preference current and historical data?

At this moment, there is no out of the box/standard report that could bring such data.
We encourage you to submit an enhancement request to have this functionality considered within future development cycles – you can do this on our Customer Influence portal at https://influence.sap.com/sap/ino/#/campaign/87.
Additionally, it is possible to try to create a Learning custom report to have the user's language preference data.
