What does 'Total Referrals by Percent' measure on the Referral Tracking Page?

The "Total Referrals by Percent" chart represents how far along a referrer is in reaching the Hired state. The Hired state would be 100%.

For example, I have a total of 20 for 0%, 3 for 20% and 1 for 60%:
