Symptom
Email is not getting triggered to any of the user even if the external email id is added in cc role under workflow.

Resolution
This is because the setting 'Single Recipient' in Provisioning is enabled. You can see this setting in Provisioning > Company Settings > Mail Preference > Single Recipient. This setting is useful in Quality environment where we want none of the user to get the email instead there will be only single recipient which will get all the emails.
