2585478 - RSOE gives http status 503 trying to connect to the Relay Server

Symptom

  •  The Relay Server Outbound Enabler (RSOE) log or Mobilink log with protocol "oe" shows the following:
<Date>. <Main> [-10354] <OE>: <OEHost> Received HTTP error response:
                        HTTP/1.1 503 Service Unavailable
                        Content-Type: text/html; charset=us-ascii
                        Server: Microsoft-HTTPAPI/2.0
                        Date: <Date>
                        Connection: close
                        Content-Length: 326
                        Set-Cookie: <cookie>; path=/

(Specific values may vary according to version of RSOE and IIS)

  •  Browsing to either http(s)://<host>/<url_suffix> or http(s)://url_prefix returns 503, Service Unavailable
