2585813 - Manage View options missing after upgrade - Information Steward

•  Upgrade to the most recent patch of Information steward.
•  In Data Insight navigate to "Manage Views" to create a view with a join, but the only option available is "Create Veiw"
•  Options "Create View with Join" and "Create View with Union" are not available.
•  Other environments recently upgraded have these options. 
•  User rights for Administrator and Information Steward user are the same between enviornments.
