2587568 - Restricted substance in a Regulatory list is allowed to be approved in Chemical Request

Symptom

There is a restricted substance maintained in a custom Regulatory List. When doing the Check for restricted substances step of a Chemical Approval request, after selecting the restricted substance, the system allows the approval of the chemical and does not display an error message.
