2588207 - Homepage V3: ToDo Tile missing for some users

For some users the ToDo tile is not visible.

Visit the Homepage and see that the ToDo tile it missing:

This is an expected behavior, users will only see the ToDo tile if there is something pending on their side.

NOTE: You should be able to verify if they have some pending tasks by visiting the ToDo Nudge icon on the header of the page.
