2588568 - General error: Database could not be started after a new tenant database has been created

Symptom

A new tenant has been created via "CREATE DATABASE <database_name> SYSTEM USER PASSWORD <SYSTEM_user_password>"

But starting the database now fails with an error like:
general error: Database could not be started;start databaseServer for database=X on : myserver:3<instance_number>40 failed

A new tenant has been created via SAP HANA Cockpit. Before creating tenant, the all services in SYSTEMDB were working fine, but after creating tenant Webdispatcher service was not running.

If you check the following SQL from HANA studio:

SELECT * FROM M_DATABASES;

'Active' status of SYSTEM database ==> YES

'Active' status of Tenant database ==> NO
