2592504 - "Value is out of range" pop-up error in DecimalValueEditor & FloatValueEditor

Symptom

When clicking on a DecimalValueEditor or FloatValueEditor which is empty or removing the value of these editors, "Value is out of range" pop-up error message displays.

However, if we click the X button to close it or click anywhere else, the error doesn't disappear.
