You have configured the country field to be located at the bottom of the UI in configure people profile however it is still displayed at the top when editing address for the user or their dependents.

Reproducing the Issue
Configure the country field in Configure People Profile and note that when editing the home address, the country field will be the first field in the UI
Resolution
This is expected behavior as per system design, the country field is the parent 'Country Specific Field' for Home Address.
