2593469 - SAPGUI for HTML: Header icons are not available in SAP Belize theme

Symptom

It's desired to have icons in the toolbar header buttons when using the SAP Belize theme.

Using the parameter ~webgui_icon_toolbar has no effect in the new theme, the toolbar header buttons are always displayed as text:
