You have created a condition contract and were able to post accruals for this contract (e.g. during billing document creation in VF01 or purchase order in ME21N).
When you check the business volume for the condition contract (for example in WB2R_BUSVOL) and compare it with those documents for which accruals were posted using the "Display condition usage" functionality in WCOCO transaction, you find that accruals were not posted for all relevant business volume-related documents.
