2594860 - GRC MSMP Workflow Not Working in GRC Access Control

Symptom

The GRC MSMP workflow seems to have stopped working and it does not get restarted after the GRC Server has been restarted. The Request goes to 'decision pending' status. The MSMP workflow was working prior to the restart of the GRC Server.
