You have configured default value is not working as expected.

1. Go to the Activities work center (as an example).
2. Click on Tasks.
3. Click on New.

Default value for field Category is not working.

Check if there is any CLR configuration maintained for the same field. As per system behaviour, CLR created at later date takes precedence and defaulting would be considered for this record.
