Symptom
- You have a brand new installation of SAP NetWeaver 7.51 (Innovation Package) on SAP ASE 160 SP02 PL06/PL07.
- DBACockpit Correction Collection - SAP note 2380028 is already implemented

Nearly all screens in DBACOCKPIT show the error message: "Unable to get instance of data collection framework setup controller"
Checking further you find:
- Data Collector Framework and Automatic Table Maintenance(ATM) NOT SET UP despite DBACockpit being installed correctly.
- When trying to install the Collectors and/or ATM via the functionality 'Install Template' on the screen 'Configuration'->'DBA Cockpit Framework'->'Data Collectors and Admin Procedures' , this fails with numerous errors like so:
SQL Message: [ASE Error SQL208:42000][SAP][ASE ODBC Driver][Adaptive Server Enterprise]saptools..ATM_CONFIG not found. Specify owner.objectname or use sp_help to check whether the object exists (sp_help may produce lots of output).
