A non-tiered high-group (HG) index can be converted to a tiered HG index using sp_iqrebuildindex with the RETIER clause.
In some cases, running the sp_iqrebuildindex stored procedure doesn't change the non-tiered HG to tiered. The index remains non-tiered.
