2597016 - ICF Service "nwbc_api" must be activated

Symptom

If one starts an NWBC URL with the ~api notation e.g. /sap/bc/nwbc/~api/GetNavigationTree or if one starts a URL with the ticket issuer notation like /sap/bc/nwbc/TicketIssuer one gets an error message like:

500 SAP Internal Server Error
ERROR: The user does not have a role called "~api" assigned (review with transaction PFCG), nor [...]

or

500 SAP Internal Server Error
ERROR: The ICF path "/sap/bc/nwbc/nwbc_api" is inactive. Run transaction SICF to activate. (termination: RABAX_STATE)
