2597940 - LoadBalanceRestricted and CRM 503 service unavailable error

Symptom

When using CRM there is 503 service unavailable error thrown.

In the ICM trace we see: PlugInStopConn: role: Server(1), error: Service not available(-6), write_err: 1

but when bypassing the ICM by connecting to port 50313 it is working fine.
