2598498 - Fiori intents in HTTP URL do not work using SAML 2.0 authentication

Symptom

When accessing a Fiori Launchpad URL which has an intent (#SemanticObject-Action) in it (e.g., https://<server>/sap/bc/ui2/flp#Brand-create) using SAML 2.0 authentication, the browser is redirected to a URL without the fragment (https://<server>/sap/bc/ui2/flp). Instead of opening the intended Fiori application, the Fiori Launchpad home (#Shell-home) is displayed.
