2599863 - Config tool stopped - An error has occurred during key migration - Could not create folder

Config Tool is not able to open with old key phrase and it also can not be changed. The following error appears while saving the new password.

ERROR: An error has occurred during key migration.
INFO: Secure store recovered to the initial key phrase.
