2601081 - Explicit Consent Scenario is not Working in Marketing Permission

Symptom

You want to restrict permission for a specific country or communication medium. You maintain the "Explicit" consent and leave the country field blank. Then upload/extract customer from external system or files, the related communication medium in contact have the green light indicator which is not working as expected.
