2602080 - Windows-Kapsel application crashes when it's opened second time while opening the offline store

Windows-Kapsel application crashes when it's opened second time, while opening the offline store with the following error messages:

DataVault KeyDoesNotExist Exception: no string value exists with key "settingsdata" . ID: <ID>

Exception occured while checking vault consistency: The type initializer for 'System.Runtime.Serialization.XmlFormatReaderGenerator' threw an exception.

Note: The issue is not reproducible in UWP applications only in Kapsel applications.
