The Custom Code: Quality Extractors end with error: "Function to Collect ATC results from XXX does not exist"

In Step 5.2 of Custom Code Management Setup you get the following log message: "ATC extractor cannot be activated on system XXX and client YYY"

Clicking on the show button in the "Long Text" column provides the following information: "The required (ST-PI) backend functionality is not available on system XXX"
