2604948 - Compensation Metric Panel doesn't consider inelgible employees

Compensation Metric Panel doesn't consider inelgible employees even though they are showing on the form.

1. Users are ineligible for merit (either through the UDF or eligibility rule)
2. You have configured to show ineligible users on the worksheets, but they are not considered in the metrics panel.

This is the expected behavior of the system. The metrics panel doesn't consider the employees who are ineligible for merit.
