Workflow step has a dynamic role. Dynamic role is based on Company.Configuration is to stop the workflow if system do not return an approver based on the dynamic role.However the record is getting updated in system instead of stopping.

Resolution
If the dynamic role doesn't have assignment that matches the condition, there is no approver type is resolved, step will be skipped even though the step is set to Stop. Since we cannot create an empty step without approver type (Person/DG/Position)
